ROTARY CLUB AWARDS DR MUMEEN FOR EXCEPTIONAL CONTRIBUTION TO NATIONAL PRODUCTIVITY
The Rotary Club of Surulere Western Avenue has honoured Chief Research Scientist and Head of Bacita Outstation of the National Cereals Research Institute, Dr. A. Y. Mumeen, popularly known as Bioye, with an Award of Excellence for Exceptional Contribution to National Productivity.
The award was presented on Saturday October 3, 2026, during the investiture ceremony of the Club’s 9th President, Rotarian Barrister Jubril Alli, at the Pavilion Hall of the National Orthopaedic Hospital, Lagos.
Presenting the award on behalf of the Rotary Club, the National Treasurer of the Nigerian Bar Association, Mrs Esther Ifeoma Jimoh Esq, described Dr. Mumeen as a brilliant scholar whose intellectual works and professional contributions have advanced the cause of national productivity and development.

Mrs. Esther Ifeoma Jimoh said the merit of the award was further demonstrated by the quality of Dr. Mumeen’s presentation at the investiture ceremony. She urged him to regard the recognition as an additional call to national service.
She particularly commended Dr. Mumeen’s advocacy for measuring the impact of development interventions not only through physical outputs but also through behavioural and intangible outcomes that enable beneficiaries to become more economically productive and capable of doing more for themselves and their communities.
According to her, this approach is timely and relevant to Nigeria’s pursuit of sustainable development and the aspirations of the Sustainable Development Goals.
In his congratulatory remarks, the newly invested President of the Club, Rotarian Barrister Jubril Alli, described Dr. Mumeen as a scholar whose contributions have left significant footprints in the service of humanity.
He expressed appreciation to the award recipient for delivering what he described as a powerful theme presentation, noting that the ideas presented would provide useful guidance for his administration as it seeks to deliver lasting impact during its tenure.
Earlier in the ceremony, Dr. Mumeen served as the Guest Theme Speaker and delivered a presentation titled:
Rotary and National Productivity for Lasting Impacts
In the presentation, supported by a paper published in the event brochure, Dr. Mumeen challenged Rotary and other development actors to move beyond an exclusive emphasis on physical infrastructure when evaluating the impact of projects and interventions.
He advocated an expanded approach that combines measurable physical outputs with behavioural, economic and intangible outcomes, particularly outcomes that empower beneficiaries to become more capable of creating value, earning income, solving problems and contributing to their communities.
Drawing from the central argument of his book, The Sovereign Soil, Dr. Mumeen also challenged what he described as the Myth of the White Collar, arguing that Nigeria’s development challenge is partly rooted in the excessive social premium placed on one pathway to economic success.
He called for greater recognition of the country’s numerous hidden and undervalued economies, including agriculture, technical trades, manufacturing, skilled services and other productive sectors.
Dr. Mumeen argued that Nigeria needs plumbers as much as medical doctors, farmers as much as lawyers, and technicians as much as researchers, stressing that national productivity depends on the effectiveness of the entire productive ecosystem rather than the prestige attached to particular professions.
He further noted that the continuous relegation of technical and vocational pathways has consequences for Nigeria’s local content aspirations, particularly in sectors where the country continues to depend heavily on external technical capacity.
The presentation therefore challenged stakeholders, including Rotary, to consider advocacy for a broader national mindset about productive work as part of their development agenda.
Other dignitaries recognised during the ceremony included the Chairperson of the Nigerian Bar Association, Lagos Branch, Mrs. Uchena O. Akingbade, Mr. Ahmed Akanbi, son of the pioneer Chairman of the Independent Corrupt Practices and Other Related Offences Commission, and Mr. Olusola Shollyment, Kwara State Spokesperson of the Peoples Democratic Party.
The event brought together personalities from the legal profession, academia, politics, public service and industry for the investiture and recognition ceremony.
The award adds another public recognition to Dr. Mumeen’s continuing advocacy for a broader understanding of national productivity, human capability and the economic value of Nigeria’s often overlooked productive sectors.
